Times must be tough for "Saks Fifth Avenue." The top-dollar department store wants the city of Cincinnati to pay it six-point-six million dollars -- or it might move to the suburbs! Memo to the management: have you considered having a sale? Cut your regular high prices by half, and you'll have those millions in no time.
